TG 02:Agriculture, Water and Food Security

This thematic group addresses the creation of a strong nexus in agriculture, water and food security through a robust STI enabling environment. Creating world-class S&T institutions, promoting usable science through science communication, enabling STI for better management of resources and infrastructure, and promoting public-private-civil society consortia for enabling innovation is of urgent importance for attaining the required ecosystem that ultimately contributes to answering questions of societal relevance.

TG 03: Capacity Development

This TG deals with providing recommendations for developing capacity of all stakeholders in the Indian STI ecosystem. In order to develop STI capacity, a robust policy is needed with financial components embedded in it. Capacity development rests on building a nurturing environment that focuses on education, educators role as researchers, training, strengthening linkages and partnering with the private sector.

TG 04: Data and Regulatory Frameworks

In increasingly knowledge-based societies and economies, data is a key resource. This thematic group delves upon the creation of an ‘Open data ecosystem’ of data networks in India to promote ST&I. There is an urgent need for strategic Management of Data to enhance accessibility of the R&D outputs for effective re-use and commercialization. Additionally, rationalized, harmonized, enabling and transparent ‘Regulatory Frameworks’ are required for speedy translation of ideas to the marketplace

TG 07: Energy, Environment & Climate Change

TG 08: Entrepreneurship

Science, Technology, and Innovation enabled entrepreneurship is not only critical for creating, shaping, and sustaining the future industrial sectors of the nation but also crucial for delivering the benefits of scientific research for economic development of the society at large. TG 10: Financing STI

The thematic group focuses on strategies for financing STI, in addition to capturing key performance indicators. It directs attention to the need for investments to be made in platforms of multiplicative growth as well as in standard linear growth models. The guiding principles include, Sustainable self-reliance; Benchmarked excellence; Regenerative STI ecosystem; Integrative convergence; Touching lives (all-round prosperity); India as the Global STI destination; Transparent, accountable, efficient, equity, empathy and nation of the future.

TG 11: Health

TG Health focussed their recommendations towards achieving affordable and accessible healthcare to all the citizens of the country through STI. TG 12: Innovation

The thematic group on Innovation prioritises the technology strategy of India both in the medium and long term and considers three important issues that the country has to face:

(i) A variety of challenges like climate change relating to sustainable development;

(ii) Growing income inequalities and conflicts in the access to new technologies; and

(iii) the increasing pace and complexity of technological change.

It involves deliberations on adoption of  a National Innovation System (NIS) through the STI policy.

This thematic group  visualises Science technology and innovation governance for a self-reliant India.  TG 21: System Interconnectedness

This thematic group addresses the creation of a strong network system comprising various STI stakeholders such as STI Performer, STI Consumer, STI Facilitator, STI Resource Provider/Financer. In order to upsurge innovation in the country, a system of strong interconnectedness has to be built where the public and private sector can together pull up the national Innovation capabilities. The creation of STI nexus is of paramount importance wherein government, industry, academia, STI enablers and community catering to technology competitive India.
