TG 03: Capacity Development
This TG deals with providing recommendations for developing capacity of all stakeholders in the Indian STI ecosystem. TG 12: Innovation
The thematic group on Innovation prioritises the technology strategy of India both in the medium and long term and considers three important issues that the country has to face:
(i) A variety of challenges like climate change relating to sustainable development;
(ii) Growing income inequalities and conflicts in the access to new technologies; and
(iii) the increasing pace and complexity of technological change.

TG 21: System Interconnectedness
This thematic group addresses the creation of a strong network system comprising various STI stakeholders such as STI Performer, STI Consumer, STI Facilitator, STI Resource Provider/Financer. In order to upsurge innovation in the country, a system of strong interconnectedness has to be built where the public and private sector can together pull up the national Innovation capabilities. The creation of STI nexus is of paramount importance wherein government, industry, academia, STI enablers and community catering to technology competitive India.
