STI is seen as an βeliteβ concept and often closed, self-regulated, disciplined with its own agenda and therefore is detached in addressing the societal needs and become non-inclusive. Therefore it is important to measure the directionality of the STI Policy and in order to do that it is important to set up robust monitoring mechanisms.
