I want to comment on the eligibility criteria for recruiting scientists, researchers in public organizations. Why often PhD scholars cannot fit within the eligibility criteria of public research organizations because of the interdisciplinary nature of their PhDs, masters and bachelors. However, often their research capabilities are of higher qualities and advanced as compared to the traditional courses included in the eligibility criteria.
